This article describes the changes to early intervention law resulting from California budget cuts since 2009 and the Prevention Resource and Referral Services provided by local Early Start Family Resource Centers. It emphasized the importance of referral to local Regional Centers for assessment and evaluation for infants and toddlers with developmental delays as well as for those “at risk” of developmental delays.
